The grid of digits was correct once: every row and column added up to the target shown beside it. Then exactly three pairs of cells were secretly swapped.
Tap one cell, then another, to swap them back. When all eight sums match their targets, the ledger balances and you win. Par is 3 swaps.

About. Most number puzzles ask you to build an answer. Switcheroo inverts the job: the grid was already correct, an error was introduced, and you restore it. As far as we know, it's the first daily repair puzzle.
